What is AB 131?The California “Dream Act” (AB 131) is a new state law signed by Governor Brown that allows, among others, the children of illegal immigrants to apply for financial aid at most California public colleges and the community college system. The primary program is the Cal Grant, which pays up to several thousand dollars of college costs annually per student.
California’s colleges are cutting budgets by more than $1 billion, while raising tuition at these schools by 10% to 12% in one year. Students compete in lotteries to get into the classes they need to graduate, and the state is now telling them it may take more than their planned four years to do so.
Into this overcrowding, we’re going to add more students under AB 131–as we pay the costs of it! Here we are, a state that actively recruits out-of-state students to take more seats in class–already increasing class shortages–because out-of-staters pay more and help cover costs.
California taxpayers already foot the bills for state schools–a worthy and noble cause–and now the governor and the legislature are going to hike those costs, even as we suffer under the worst economy in decades.
1. We don’t have the resources. We’re putting millions into this, with no payoff for the state. We literally don’t have the money.
2. This is an opportunity tax on students who must now pay more, wait for the classes they need and graduate in 5-6 years instead of four.
3. AB 131 is irresponsible and unfair. It adds entitlements in an economic crisis. Even children of U.S. Military servicemen and women do not get this benefit!

Right now, nearly every state awards its Electoral votes to whichever presidential candidate wins that particular state. California's 55 Electoral votes nearly always go to a Democrat these days, so candidates typically don't campaign here much. The National Popular Vote movement seeks to change that dynamic. With the governor's signature, California now joins eight other states that have pledged to award their Electoral votes to whoever gets the most votes nationwide. But that change will only take place if states with a combined 270 Electoral votes sign onto the effort. California's participation brings the movement about halfway there. Meanwhile, the governor also signed a bill that would require election officials to count write-in votes if a voter's intent is clear - even if the voter didn't fully follow the ballot instructions.
